Endline Evaluation of the “Enhancing Inclusive Quality Education in T/A Kabudula (Timpatse)” Project
BACKGROUND
The Organization for Sustainable Socio-Economic Development Initiative (OSSEDI-Malawi), with support from ChorogUsan for Children formerly known as Child Fund Korea, has been implementing the “Enhancing inclusive quality education” (Timpatse) Project in Traditional Authority (T/A) Kabudula, Lilongwe District, for the past five years(2021-2025). This project was designed to address multifaceted challenges in the education sector, including inadequate infrastructure, long distances to school, lack of school feeding programs, health issues, child protection risks, and low community participation.
The project aimed to ensure that “All Children have ensured quality education in T/A Kabudula in Malawi” by establishing child-friendly and safe learning environments, increasing children’s motivation for learning, promoting inclusive and child-centered pedagogy among teachers, increasing community participation in school management, and reducing child protection risk factors that hinder access to education.
The project targeted 10 primary schools and 10 Group Village Headmen (GVHs) on Child Protection and livestock interventions, reaching 5,692 direct beneficiaries and 14,602 indirect beneficiaries.
- PURPOSE OF THE EVALUATION
As the project is concluding, OSSEDI-Malawi and ChorogUsan for Children seek to engage a qualified independent consultant to conduct a comprehensive endline evaluation. The purpose of this evaluation is to assess the project’s performance by analyzing the extent to which its outcomes were achieved, documenting key lessons learned, and providing actionable recommendations for future programming. The evaluation will assess the project’s relevance, coherence, effectiveness, efficiency, and sustainability.
- OBJECTIVES OF THE EVALUATION

To undertake a comprehensive analysis of the extent to which the “Enhancing Inclusive Quality Education” project achieved its stated outcomes,
- Specific Objectives
The evaluation will specifically aim to:
- Evaluate the extent to which the programme has achieved its stated outcomes.
- Determine the relevance, coherence, effectiveness, and efficiency of the programme interventions.
- Identify and document key challenges, lessons learned, and best practices.
- Examine the sustainability of the project’s benefits and the likelihood that established systems will continue to function.
- Scope of Work and Key Evaluation Questions
The consultant is expected to design a robust methodology to answer the following questions
- Relevance: To what extent were the project objectives and design aligned with the development priorities of Malawi, the Lilongwe District, and the specific needs of the beneficiaries in T/A Kabudula?
- Coherence: How well did the project complement other interventions (by government, NGOs, etc.) in the area? Was there any duplication or synergy?
- Effectiveness: To what extent were the project’s specific outcomes achieved? What were the major factors influencing the achievement or non-achievement of the objectives?
- Efficiency: Was the project implemented in a timely and cost-effective manner? Were resources (funds, expertise, time) optimally utilized?
- Impact: What significant changes (positive or negative, intended or unintended) can be observed as a result of the project for the beneficiaries and the wider community?
- Sustainability: To what extent are the project benefits likely to continue after the funding has ended? What is the level of community ownership, institutional commitment, and financial sustainability?
- Methodology
The consultant shall propose a detailed and appropriate mixed-methods methodology to achieve the evaluation objectives. - Deliverables and Timelines
The entire assignment is expected to be completed within 20 working days from the date of contract signing. The key deliverables are: - Inception Report: A detailed report outlining the understanding of the TORs, refined methodology, data collection tools, work plan, and timeline.
- Draft Evaluation Report: A comprehensive draft report for review by OSSEDI and CFK.
- Stakeholder Validation Workshop: Presentation of preliminary findings to key stakeholders and incorporation of feedback into the final report.
- Final Evaluation Report: A finalized report (electronic and hard copies) incorporating all feedback. The report shall be structured professionally and include an executive summary, introduction, methodology, findings, analysis, lessons learned, recommendations, and annexes.
- Consultant Qualification and Competencies
The lead consultant must possess the following:
- An advanced university degree in International Development, Development Studies, Economics, Education, Social Sciences, or a related field.
- A minimum of ten (10) years of proven experience in conducting project/programme evaluations, particularly in the areas of education, child rights, and inclusive development.
- Strong knowledge of innovative evaluation methodologies and a strong understanding of the OECD/DAC evaluation criteria.
- Demonstrated experience in working in Malawi, preferably in the education sector.
- Excellent analytical, facilitation, and stakeholder engagement skills.
- Exceptional report writing and presentation skills in English.
- PROPOSAL SUBMISSION
Interested and qualified individual consultants should submit their proposals via email to procurement@ossedi-malawi.org with the subject line: “OSSEDI MALAWI ENDLINE EVALUATION 2025” by 2nd December 2025
The submission must include two SEPARATE documents:
- Technical Proposal: This should include:
- A cover letter expressing interest and understanding of the TORs.
- Consultant’s CV, highlighting relevant experience and qualifications.
- A methodological note detailing the approach, methodology, work plan, and timeline for the entire assignment.
- Samples of two previous similar evaluation reports.
- Financial Proposal: This should be a separate document providing a detailed budget, including consultant fees, data collection costs, logistics, and all other applicable expenses. The budget should be presented in Malawi Kwacha or US Dollars.
Evaluation of proposals will be based on a 70% weighting for the technical proposal and a 30% weighting for the financial proposal.
- General Terms & Conditions
The selected consultant will be required to adhere to OSSEDI-Malawi’s Child Safeguarding Policy and code of conduct throughout the evaluation period.
