1. The M’mbelwa District Council has funds in its 2026/2027 budget under Various Sectors and it is intended that part of the proceeds of these funds be applied to eligible payments under the contract for Supply and Delivery of Various Items and Provision of Services on a Framework Contracts for the 2026/2027FY at M’mbelwa District Council.

2. The M’mbelwa District Council now invites sealed bids from eligible bidders for the Supply and Delivery of Various Items and Provision of Services on a Framework Contracts as shown below;

3. Interested eligible bidders may obtain further information from M’mbelwa District Council, Attention: The Chief Procurement Officer, on Cell: +265 999 442 450 and inspect the Bidding Documents at the address given below from 8.00am to 12.00pm; 13.00pm to 16.00pm hours’ local time (Monday to Friday, except national public holidays).

4. A complete set of Bidding Documents in English language may be purchased by interested bidders from the address below and upon payment of a non- refundable fee of MK50,000.00 or in a freely convertible currency.

5. The provisions in the Instructions to Bidders and in the General Conditions of Contracts are the provisions of the Malawi Government Standard Bidding Documents: Procurement of Supply Goods and Provision of Services

6. Clearly marked bids with procurement reference numbers must be delivered and registered to the address below at M’mbelwa District Council on or before 16th November, 2026 at 10.00 hours’ local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on 16th November 2026 at 10.00 hours’ local time. All bids must be accompanied by a Bid Securing Declaration.

6. Submission and Opening of Bids

Bids must be valid for 90 days after the closing date and must be accompanied by a bid security of [amount/percentage] in the form of a bank guarantee [or Bid-Securing Declaration, as specified in the bidding documents]. Bids must be sealed in an envelope marked with the tender title, the lot number(s) and the words ‘DO NOT OPEN BEFORE 10:00 HOURS ON MONDAY, 16th NOVEMBER 2026’, and placed in the Tender Box at M’mbelwa District Council Offices, Mzimba Boma, addressed to:

7. Reservation of Rights

M’mbelwa District Council is not bound to accept the lowest or any bid. The Council reserves the right to accept or reject any or all bids, and to cancel the bidding process at any time before contract award, without incurring any liability to bidders, in accordance with the Public Procurement and Disposal of Public Assets Act, 2025.
