
Universal Postal Union (UPU)
The Universal Postal Union (UPU) is a specialized agency of the United Nations (UN), established on 9 October 1874 under the Treaty of Berne in Switzerland. The UPU serves as the primary global forum for international postal cooperation, regulating and fostering the efficient and reliable exchange of international mail. Originally known as the General Postal Union, the UPU was the brainchild of Germany’s postmaster general, Heinrich von Stephan.
Over time, the UPU has grown to encompass 192 member countries and continues to promote global postal development through collaborative frameworks, policies, and international cooperation. The Federal Ministry for Economic Affairs and Climate Action represents Germany within the UPU, with Bundesnetzagentur supporting the country’s active role in UPU’s Council of Administration (CA) and Postal Operations Council (POC).
