The Call for Proposals to develop a guideline for the localization of national SDG reporting, issued by UN-Habitat, offers grant support to institutions and researchers developing practical guidance that connects local data and evidence with national SDG monitoring, reporting and review processes.

Voluntary Local Reviews and Voluntary Subnational Reviews have grown as ways for local and regional governments and other local actors to assess and communicate their contributions to the Sustainable Development Goals. Yet local data and perspectives remain underused in national reporting, leaving territorial realities and differences less visible in progress assessments.

The guideline is intended to strengthen the integration of local-level data and evidence into national SDG monitoring and reporting and improve coherence between national and local review processes. It should build on existing guidance and coordination mechanisms rather than create parallel approaches.

It will provide approaches for incorporating municipal and other local contributions into national reporting, including inclusive, gender-responsive and disaggregated data collection, practical connections between Voluntary National Reviews and Voluntary Local Reviews, and lessons from country experiences.

The maximum proposed value is up to USD 40,000 for the assignment.

The assignment is expected to be completed within four months, with a maximum level of effort of 100 working days, and the final product must be completed by 2 April 2027.

Applicants must be institutions or researchers with at least five years of relevant professional experience, demonstrated experience in areas such as SDG monitoring and reporting or local governance, and experience developing guidance or facilitating multi-stakeholder consultations. Strong analytical, drafting and English communication skills are also required.

Applicants must submit technical and financial proposals by email to Francine Melchioretto and David Grobe at francine.melchioretto@un.org and david.grobe@un.org, or submit through the UN Partner Portal. Proposals must be received by 9 November 2026; late submissions and submissions sent to other email addresses will not be considered. The proposal must be in English, and all costs must be stated in USD.
