Invitation for Bids (IFB) One Envelope

Date of Issue: 2nd November, 2026

1. Ntchisi District Council has been allocated funds from the Government of Malawi through the Reformed Constituency Development Fund (CDF) and intends to apply part of the funds to cover the eligible payments for construction and upgrading of various infrastructure systems in Ntchisi. The District Council now invites sealed bids from eligible contractors registered with CIRA in the relevant categories for the procurement of the following works:

2. Bidding will be conducted through open tendering procedures under Request of Quotation Bidding (RFQ) and Request for Bids procedures as specified in the Malawi Public Procurement and Disposal of Assets Act 2025 and Regulations of the Government of the Republic of Malawi, and are open to all Contractors/bidders from Eligible Source as defined in the Bidding Documents.

3. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below from 08:00 to 12:00; 13:00 to 16:00 hour’s local time (Monday to Friday, except national public holidays).

4. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of MK20, 000.00. The method of payment will be cash. The Bidding Documents will be collected by the interested bidder. The procurement entity will hold a pre-bid meeting and site visit on 4th November, 2026 for Kalira bridge, Chafumbi, Kayuwi and Mpamila, Boreholes at Chikho, Mikwala Lombwa, Chinthembwe and Mzandu markets at the DC’s Complex at 08:30am. On 5th, November 2026 for Kanyulunyulu,Malomo Ground, Makhaka, Chinguluwe, Chimwazi, Malomo Brick Fence lastly on 6th November, 2026 the rest of the Sites

5. Bids must be valid for ninety (90) days after bid opening. Bids must be delivered to the address in 8(a) and deposited in a box marked “IPDC Tender Box” that is placed at the Entrance to Ntchisi District Commissioner’s Offices at or before 10:30 Hours Local Time on Thursday 23rd November, 2026. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at the address in 8(b) below at 10.30 Hours Local Time on Monday, 23rd November, 2026.

6. It is the responsibility of each Bidder to ensure that bids are submitted in accordance with “Instructions to Bidders” in the bidding documents as non-compliance to the instructions will lead to disqualification and rejection of the bid. Submission of Electronic Tender Document is not acceptable. Late bids will be rejected.
