The Santiago Network Secretariat is offering a grant to an eligible organization or consortium to prepare the first regular report synthesizing evidence, case studies and lessons on climate-related loss and damage, with global coverage and particular attention to vulnerable developing countries.

Established in 2019 under the Warsaw International Mechanism for loss and damage, the Santiago Network catalyses technical assistance to help developing countries particularly vulnerable to climate change avert, minimize and address loss and damage. Its Secretariat is hosted by the United Nations Office for Disaster Risk Reduction and the United Nations Office for Project Services.

The report will bring together evidence on economic and non-economic loss and damage across regions, ecosystems, socioeconomic contexts, and sudden- and slow-onset events, with a particular focus on vulnerable developing countries. Its coverage includes climate risk projections, scenarios, solutions, case studies, best practices and lessons learned.

Expected outputs include a main report of about 25,000 words, a concise policy action brief of no more than five pages, and supporting annexes and an online repository, subject to budget availability. The work is intended to synthesize existing information and complement related national, regional and global planning and reporting processes.

Maximum financial support is USD 300,000. The proposed budget must cover costs related to analysis of inputs, development and review of the draft report, and editing and publication of the final report. Payments are planned in three instalments: 30% upon selection, 40% upon delivery of the first draft, and 30% upon submission and approval of the final deliverables.

The expected delivery period is 15 months, with work expected to begin in April 2027 and the report and related products to be completed by June 2028.

Applicants must be Members of the Santiago Network or submit an expression of interest for membership before the proposal deadline and subsequently be approved as a member. Applications may be submitted by a single eligible entity or a consortium. Applicants must demonstrate at least seven years of relevant experience producing comparable reports, and proposals are open to applicants from all countries.
