EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence‐based HIV prevention, care and treatment interventions in 179 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) ‐funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

Summary of the Position:

The Health Informatics Systems – Project Director provides strategic and technical leadership for  PEPFAR/ CDC HIS investments and alignment with MOH HIS vision and structures.  The PD will lead oversight of the teams and institutions developing, deploying and integrating the various systems in order to improve the availability of timely and accurate data for patient care, for controlling HIV epidemic and to improve access to data to inform program delivery by Ministry of Health and Implementing Partners.

The Program Director is part of the Country Senior Management Team

Strategic Leadership

  • Identify and ensure HIS is responsive to the needs of multiple stakeholders in the delivery of HIV/ TB  services
  • Ensure PEPFAR investments are responsive to E Government and MOH governance structures (Dept of HIV / AIDs, Quality Management and Digital Health, Central Monitoring and Evaluation Dept and the
  • Ensure regular communication and feedback to all stakeholders

Project Management

  • Ensure work plans, budgets and institutional capacities are aligned and managed to deliver scope on time with high quality in compliance with Ministry, Donor and EGPAF policies
  • Manages sub awards and sub contractors to ensure effective scope and delivery of goods and services
  • Oversees an operations unit supporting all logistical and financial needs of the HIS program

Technical Leadership

  • Provide technical leadership and support during the planning, design, review and implementation of new elements or improvements on Health Information Systems which include point of care applications, back data entry of records, vital statistics and surveillance
  • Provide visionary technical leadership on designing and maintaining national Big Data or Data Lake environments for Data driven decision making
  • Provide technical leadership and expertise across LAN, WLAN, WAN, Unified Communications, and VPN operating environments supporting multiple data centers and a National Wide Network
  • Provide high level guidance on Power backups and Infrastructure investments across facilities and data centers national wide.
  • Provides oversight to development, analysts, implementation team and project leads tasked with
    1. Requirements gathering, business analysis and documentation of Health Management Information Systems, Laboratory Information systems, Disease Surveillance Systems and Health Information Mediators.
    2. Identify and document potential risks during the planning, design, review and implementation of Health Information Systems or any of their components.
    3. Ensure testing and quality assurance protocols on all components of a Health Information System are effectively conducted
    4. Leads on design and development of systems for data interoperability, like data standardization and data sharing agreements.
    5. Develop and ensure that information security principles and best practices are adhered to and implemented during the software design, development and implementation process.
    6. Ensure the systems are integrated and inter operable
    7. Ensures the systems are structured to provide support and troubleshooting during installation and maintenance of any Health Information System components.

Data and System Use for Decision Making

  • Ensure the systems are aligned to user needs and are able to generate data in accessible formats to inform program and service delivery for clinics, district leadership, MOH, PEPFAR and Care and Treatment Partners.

Required Qualifications:

7 years and above of continuous management experience, 5 of which must be at senior level managing Data Systems, significant senior management experience and skilled in project management, office management, team leadership, budget management etc.

Master degree in Computer Science, Health information systems and Health informatics or in related fields

Experience leading and managing a complex and integrated project

Required Knowledge, Skills and Abilities:

  • Clearly demonstrate vast experience with conceptualizing the design of big scalable data management systems from ground up (for multiple sites implementation and exponential growing user-base)
  • Experience with modern system development technologies
  • Experience in managing advanced networks implementation (BGP,IPSEC, etc.)
  • Experience in writing Digital system strategies and policies
  • Experience in Data governance, National wide Systems and interoperability standards
  • Experience in establishing and sustaining working relationships with Ministries
  • Experience with health management teams, and working knowledge of disease-based programs
  • Ability to work with limited supervision
  • Excellent communication, interpersonal, writing
  • Excellent strategic planning and analytical skills
  • Dedicated visionary and strategic leader with ability and experience to work in a multidisciplinary, multi-cultural team

Required languages: Fluency in spoken and written English.
