The Commonwealth Blue Charter Incubator provides grants to government-led projects in Commonwealth countries to address major ocean challenges and advance sustainable blue economies.

Launched at the Commonwealth Heads of Government Meeting in June 2022, the Commonwealth Blue Charter Incubator was created to accelerate government-led action on ocean challenges and foster a stronger pipeline for sustainable blue economies across the Commonwealth. The initiative aims to turn ambitious ideas into practical, scalable solutions by supporting projects that generate evidence, strengthen capacity, and inform future investment in ocean health.

Projects supported by the Incubator must contribute to the implementation of the Apia Commonwealth Ocean Declaration and may focus on reducing marine pollution, restoring marine ecosystems such as mangroves and coral reefs, advancing inclusive and climate-resilient blue economy approaches, strengthening sustainable fisheries, or addressing the ocean–climate nexus through adaptation, mitigation, resilience, blue carbon, and ocean-climate action.

Grants of £20,000 to £50,000 per project are available, with a minimum project duration of 6 months and a maximum of 18 months. A total of 10 to 15 projects will be selected by the second quarter of 2027.

The lead applicant must be a legally established national or sub-national government entity, such as a ministry, department, agency, or other public body with formal government status. Partnerships with NGOs, academic and research institutions, community organisations, and the private sector are strongly encouraged.
